Abstract

In 2015, achieving climate targets was identified as humanity's greatest challenge for the coming decades. Meanwhile, 2019 and 2022 have fuelled anxieties and intensified questions about the pace of climate policy changes being introduced, their costs and chances of implementation.

The EU ETS is a market for carbon permits establishing the amount of emissions which power stations, industrial plants and airlines can release into the atmosphere. Permit levels are gradually reduced to cut the emissions of the participating industries.
