Zusammenfassung

Nachhaltigkeit ist als normative Grundlage politischer Entscheidungen zur Transformation des Energiesystems nicht mehr wegzudenken. Sämtliche wirtschaftlichen Prozesse beruhen auf der Extraktion (vor allem) nicht-erneuerbarer Ressourcen, deren energetischer Umwandlung und Nutzung in Produktionsprozessen (von Gütern bzw. für die Bereitstellung von Dienstleistungen) sowie der daraus resultierenden negativen Externalitäten als ökologische Kosten, z. B. die Belastung ökologischer Senken (Atmosphäre, Wälder, Meere, etc.).

Der vorliegende Beitrag entstand im Laufe des Jahres 2021, das heißt bevor der russische Angriffskrieg auf die Ukraine viele energiepolitische Entscheidungen und Abwägungen grundlegend veränderte, insbesondere was die politischen Zeithorizonte betrifft. Es wäre allzu erwartbar, dass ein Beitrag zu Energieverantwortung aus Perspektive der Nachhaltigkeit diese Entwicklungen aufgreift, indem er etwa mögliche nachhaltigkeitspolitische und sicherheitspolitische Zielkonflikte auslotet und darüber hinaus die sich seit Anfang 2022 entfaltenden Dynamiken stärker beleuchtet. Diesen Zusammenhängen wird sich ein kommender Beitrag annehmen müssen.

Absolute Entkopplung beschreibt anhaltendes wirtschaftliches Wachstum bei gleichzeitig sinkendem Ressourcenverbrauch. Relative Entkopplung beschreibt hingegen einen im Vergleich zum BIP langsamer ansteigenden Ressourcenverbrauch.

Kritische Stimmen würden hier allerdings einwenden, dass sowohl der Ausbau nuklearer Anlagen als auch deren Betrieb (und ggf. ihr Rückbau), überaus Emissions-intensiv sind und die Treibhausgas-Reduktionspotenziale von Kernkraft daher nicht überschätzt werden sollten (siehe u. a. Jacobson 2020).

Petersen und Schiller unterscheiden weiter die Garantenverantwortung, über welche Akteure etwas Grundsätzliches garantieren oder gewährleisten, z.  B. die Gültigkeit der Rechtsordnung durch den Staat (Petersen und Schiller 2011).

Thaler und Sunstein definieren einen Nudge als „any aspect of the choice architecture that alters people’s behavior in a predictable way without forbidding any options or significantly changing their economic incentives.
