This chapter aims to empirically analyze the geostructural position of some semiperipheral states in order to understand their foreign policies and international roles. The states that make up the semiperiphery, conceived as the most dynamic region of the system, are situated in a fluid context that allows both the ascension toward the center and the retreat toward the periphery, according to Immanuel Wallerstein: “Semiperipheral states are the ones that usually decline and ascend. This sounds voluntaristic, and to some degree it is. Intelligent state policies have much to do with what happens (…) Many may try, but only a few succeed in significantly transforming the rank of their state in the world division of labor” (Wallerstein, 1980, p. 179). …

Although some official translations of the term 大国 refer to “major country”, for purposes of world politics analysis it should be understood as “world power” since it is how the term is translated into Chinese IR literature. See Lingbo (2018).

On December 31, 1999, Vladimir Putin gave a speech to the nation where he outlined the critical situation in Russia and, in turn, briefly presented his key ideas to improve the conditions of the Russian State. Once elected president, his ideas influenced the formation of his national project (Putin, 1999).
