Abstract

The chapter presents the existing theories on the causes of amalgamation reforms (reform theory, public choice theory and new regionalism) and introduces two additional contributions – historical institutionalism and diffusion theory – with the potential to expand our knowledge about why amalgamations reforms occur in some places and times but not others.

For reasons detailed in the public choice theory and new regionalism sections, these theoretical accounts are not suitable to investigate the causes for the presence (or absence) of municipal amalgamation reforms in European countries. That said, they do provide important insights about the fragmentated versus consolidated profile of local government systems, which will come up frequently throughout the book.

In fairness, Kjellberg (1995, p. 46) does recognize the need to balance cost-benefit efficiency with “an equally legitimate need to retain local units of more than token or symbolic significance” and the challenge of reconciling local self-government values with central steering goals. Nevertheless, his perspective is that the full implementation of the Welfare State positively requires subnational units as the “prime motor of the expansion of public activity” (1995, p. 47), thus implying the inevitability of local government reorganizations.
