Bulgaria has been exempted from the EU embargo and can import Russian oil until 2024.

Germany did not have its regasification terminals for LNG, and imports were made through terminals of neighboring countries, especially from Belgium and the Netherlands. Germany also receives some of its LNG by road. It plans to build permanent onshore import terminals and, in the short term, is leasing vessels—the first of which opened in December 2022. By July 2022, the government decided the terminals would be located in the ports of Wilhelmshaven and Brunsbüttel, Stade, and Lubmin. Another floating terminal with government support in Hamburg has been canceled.
