Abstract

The aim of this chapter is to begin developing the theme of how the consequences of exclusion were brought about. The chapter advances this objective by analyzing the case study of Chocó, the Colombian region with a historically greater component of Afro-descendant people and lower social and economic performance. Then, a general description of the case study is presented together with a range of qualitative and quantitative evidence on how the implicit institution of racial exclusion was maintained in Chocó. Analysis of the data shows that, despite there being no explicit rules for excluding Afro-descendant territories, the region of Chocó received implicit racialized treatments. More importantly for the purposes of the book, these racialized implicit practices limited the provision of goods, services, and rights such as limitations to political participation, self-determination, public services, or the imposition of projects of internal colonization over the territory and its people. The chapter also shows how, as a critical fact, these restrictions were related to both the national geo-racialized project and more critically, the subnational alignment of local elites with the discriminatory project.

As previously mentioned, during the late 19th and early twentieth centuries, the national elites designed an administrative regime for Colombia that differentiated between Departments and National Territories.

Annex 3 gives fiscal data for the municipalities.

The local press repeatedly mentioned the members of this local white elite, including personalities, politicians, and local entrepreneurs such as Francisco José Chaux, Jorge Valencia Lozano, Reinaldo Valencia, or Alfonso Meluk (see, for instance, Villa, 1933).

The colonial censuses of population, for instance, reported 45 white people in Quibdó out of 2347 inhabitants (González Escobar, 2003).

The white ethnic group was limited to Antioqueño immigrants dedicated to commercial activities who did not achieved the status in political power like the white Chocoana elite before the 1930s (Wade, 1993a).

Pisano (2012) and Flórez (2023) explain the historical political affiliation of the Afro-Colombian people to the Liberal Party as a consequence of what this population perceived as benefits that the Liberal faction conceded to them as a racial group. According to the authors, this is due to the Afro-Colombians associating the Liberal Party with the abolition of slavery because this was achieved in 1851 during the Liberal presidency of José Hilario López. Conversely, the slave owners and landlords were associated with the Conservative Party. Later, the Liberal rulers favored racial minorities with policies such as male universal suffrage in 1936, again during the ruling of a Liberal president. This measure in particular eliminated the previous electoral exclusion implemented during the “Conservative Hegemony” of the late 19th and early twentieth century. That is, the exclusion of territories is mainly shaped by Afro-descendant people and larger rates of illiteracy. Universal suffrage therefore increased the electoral base, allowed people of African origin access to electoral rights, and increased the participation of Afro-descendant regional leaders in local and national government posts (Pisano, 2012, p. 113). Other revisions are the Law 32 of 1936 which prohibited discrimination, among others discrimination by race in schools. Other facts are that the first Afro-descendant intendant of Chocó was appointed during the Liberal Republic in 1933, and the upgrade of Chocó to a Department in 1947 was approved during a Conservative period of rule but previously developed during the rule of Liberal presidents (Flórez, 2023).

Departmental assemblies are local entities elected by popular vote and with functions such as voting the local budget, organizing education, managing local issues, and advocating for local interests with the national powers (Law 88 of 1910).

The report states that the Departments are territories considered “metropolis” with economic and political development in contrast to the National Territories which are distant and backward. In the framework of internal colonization, the Colombian national government enacted a series of laws that were intended to provide benefits for individuals willing to establish “agrarian colonies” or settlements mainly in the National Territories. These colonies should be devoted to the production of agrarian and mining industries convenient under a panorama of an increasing global demand for commodities. The colonos or migrants would receive benefits for undertaking this endeavor such as access to credits, subsidies, and property rights over lands and the national government allocated amounts in the national budget to support this goal. See, for instance, Law 117 of 1892 to “promote the immigration of foreign workers”, Law 70 of 1947 to “foster the colonization of the south”, and Law 161 of 1948 to “create the department of immigration and colonization” (see also Pisano, 2012).

Different sources also confirm that during most of the analyzed period, Chocó had a low provision of transport infrastructure. In the 1930s, the sources state that this region only had 20 kilometers of roads and few bridlepaths such as that between Quibdó and Bolívar to connect with the department of Antioquia or with the Atrato River for the connection to the Department of Bolívar. The material similarly states that the infrastructure had limited or no funding from the national government due to it being constructed with intendencial funding (Villa 1933, 1934 h). In 1947 the journal writer Arnoldo Palacios also wrote that of 1076 km registered in the Chocó road plan, only 189 km had been constructed (Palacios, 2014).

Certainly, the annual yearbook of 1937 reports two hospitals in Chocó: the Hospital San Francisco de Asís in the capital city of Quibdó and the Hospital of Andagoya.

La Guajira and Meta were National Territories. Bolívar and Cauca are in the Caribbean and Pacific regions respectively.

Article 33 states that in territories of the national intendancies where the Catholic missions are not in charge of the schools, the government should organize primary schools. See also España-Eljaiek et al (2024, 2023)..

The invisibilization of the racial problem is a form of reproducing racial exclusion by associating the disadvantages of the Afro-descendant population with a poverty problem and not as the outcome of racial differentiations (See Pisano, 2012 and España-Eljaiek et al. 2024, 2023).
