Abstract

This chapter provides a comprehensive review of the progress in China's regional development and regional development research. It is divided into two stages: from the establishment of New China in 1949 to before the reform and opening-up in 1978, and from the reform and opening-up in 1978 to the present. The research mainly focuses on the evaluation and comprehensive development of regional resource conditions, the layout of productivity and integrated production areas, the strategic shift from balanced productivity layout to land development, regional policies, regional planning, land use planning, and regional economic development strategies. Looking ahead in the future, it is necessary to establish a theoretical system for regional development research based on China's national conditions and distinctive characteristics.

The preferential regional policies implemented by the Chinese government in the economic and technological development zones mainly include: ① The equipment and raw materials used for the production of export commodities are exempt from import tariffs. ② The income tax for wholly-owned enterprises and solely foreign-owned enterprises is only 15%, and: enterprises are exempt from tax for the first two years from the profitable year, and the tax will be reduced by half for the next three years; for advanced technology enterprises, the tax reduction period will be extended for another three years, and the tax rate is 10%; enterprises that stop production of more than 70% of export commodities will be taxed at 10% each year, and the profits from foreign investment are exempt from remittance tax. ③ The export products manufactured by foreign-invested enterprises are exempt from industrial and commercial consolidated tax.

It was stated in the “draft” of the national territorial planning outline 1986 that the coastal and riverside areas are taken as the first-level key development axes of the country, and the two constitute a “T” shape. In subsequent revisions, the Yellow River-Longhai line is also taken as the first-level key development axis.
