Abstract
International academic circles, as well as decision-makers representing international humanitarian and aid organizations, are paying more and more attention to the issue of fragile states in Africa, Latin America, as well as in the Balkans, Asia (Caucasus), and the Middle East. There is a wide-ranging consensus on developing effectual policy tools to strengthen the legitimacy and support the legitimate institutions of fragile states.
