This book delves into the complex dynamics of legitimizing power in fragile states. With five comprehensive chapters, it analyzes the geopolitical, domestic, and international dimensions of fragile states. The unique contribution lies in unraveling specific forms of legitimization linked to various types of state fragility, providing a nuanced understanding. The book distinguishes between temporary crises and chronic fragility, crucial for shaping effective international support strategies. It addresses the challenges and consequences of weak legitimacy on global security, highlighting its impact on aid interventions and systemic stability. The author's analysis emphasizes the diverse nature of political regimes in fragile states, incorporating considerations of hybrid regimes. Chapter 1. Introduction
Abstract
The global transformation of international political relations initiated by the fall of the Berlin Wall is characterized neither by the end of the bilateral balance of power in the world nor by a paradigm shift in the global system of international order and security. In this context, this dissertation’s issues, which analyze the problems of legitimization of power concerning fragile states, are positioned.

Chapter 2. Prolegomena to the Basic Concepts
Abstract
In today’s globalized world, among the numerous problems related to the functioning of states and their numerous relations in the international arena, the issue of fragile states is gaining more and more importance. In fact, over the past three decades, Western political elites, aid agencies, and the international bureaucracy have widely embraced the thesis that socio-political conflicts, administrative inefficiency of the power apparatus, and severe difficulties in the state’s fundamental functions to provide the essential services to its citizens threaten not only the collapse of and so fragile state but can also have severe regional and global consequences. In this sense, the term fragile state describes not only the state of weakness and disintegration of social ties and the dismantling of the essential elements of the state-legal structure but also the situation related to the economic destruction of the state, poverty, hunger, humanitarian disasters, armed conflicts, as well as violations of fundamental civil liberties and human rights.

Chapter 3. The Fragile States in the Global Security System
Abstract
Globalization processes and the complexity of contemporary international relations mean that, as part of theoretical considerations, the issue of the “fragile state” is an attempt to combine four separate issues that are related to the problem of security and peace in the global dimension: (1) the issue of humanitarian aid, (2) human rights, (3) development and (4) international security. Despite their diversity and multidimensionality, however, the above factors focus on the dynamics of social and political changes in the state. To some extent, this explains the discrepancies that can be found in the definition of a fragile state, as well as in the different approaches of aid organizations to peacebuilding and statebuilding.

Chapter 4. State Fragility and Legitimacy: National Dynamics and Domestic-Grown Factors
Abstract
Over the last 30 years, “fragile states” have become a troublesome “wicked problem” and a challenge for the international community, as well as the community of aid organizations dealing with the problems of “developing countries.” In this context, several concepts have appeared on the subject of involvement in the processes of constructive political transformation of fragile states, which soon became a vital priority of the international community working to resolve conflict situations, socio-political stability, and peace in destabilized regions of the periphery of the modern world.

Chapter 5. State Fragility and Legitimacy “Beyond the State”
Abstract
International academic circles, as well as decision-makers representing international humanitarian and aid organizations, are paying more and more attention to the issue of fragile states in Africa, Latin America, as well as in the Balkans, Asia (Caucasus), and the Middle East. There is a wide-ranging consensus on developing effectual policy tools to strengthen the legitimacy and support the legitimate institutions of fragile states.

Chapter 6. Peacebuilding, Statebuilding, and Legitimacy-Based Rule
Abstract
The complexity of the modern world, in which local, national, and international factors interact, determining the specificity of the political regime and the domination of state institutions requires careful analysis. This is particularly important for fragile countries, i.e., countries affected by various types of long-term socio-political, military, and economic crises. Although their specificity varies significantly, international concerns about the fragility of state institutions result from several fundamental reasons.

Chapter 7. Conclusions
Abstract
The modern concept of credibility and legitimization of power is a crucial element of every state aspiring to legal functioning in world politics. Nevertheless, legitimacy is a highly complex phenomenon that is neither difficult to measure empirically nor to define unambiguously. Nonetheless, it exerts a fundamental influence on the international political system as well as the functioning of states, even if the causal mechanisms behind their actions are only indirect. Legitimacy gives strength and power to the rules established by international institutions, even though they have little—and often even none—the opportunity of enforcing them.
