Zusammenfassung

Der Beitrag beschäftigt sich mit der Fragestellung, wie die konsequente Verankerung sozialer und/oder ökologischer Aspekte in die Projektauswahl kommunaler Vorhaben gelingen kann. Dazu wird ein vierstufiges Vorgehen entwickelt, das aus den Schritten Wirkungsanalyse, Operationalisierung, Kalibrierung und Urteilsbildung besteht. Der Schwerpunkt liegt auf dem Schritt Urteilsbildung, für den Methoden der multikriteriellen Entscheidungsunterstützung diskutiert werden und die Data Envelopment Analysis (DEA) – als eine mögliche Methode – exemplarisch vorgestellt wird. Das entwickelte Vorgehen verknüpft insgesamt Verfahren zur Nachhaltigkeitsbewertung aus dem Bankenkontext mit Methoden zur Projektauswahl, um dies für kommunale Entscheidungsprozesse fruchtbar zu machen. Als Kontext für das Anwendungsbeispiel dient der kommunale Vergabeprozess für einen Lebensmittelmarkt.
